Elevation Certificates in Stockton: Local Conditions
Stockton sits at the edge of the Delta, with the dredged San Joaquin River ship channel linking the port to the Bay and thousands of miles of Delta waterways around it. San Joaquin County describes the regional risk plainly: levees built in the early 1900s to drain wetlands are still patrolled by reclamation districts, and the county is crossed by rivers that all drain into the San Joaquin and on to the Delta. Rep. Josh Harder's office has noted that over 90 percent of Stockton properties were at risk in a major flood event, and because protection depends on levees, a flood zone line on a FIRM can move when a levee is accredited or loses accreditation.
The clearest recent example is the Smith Canal area. According to project designer HDR, FEMA revoked the region's levee accreditation in 2008, putting thousands of properties into a Special Flood Hazard Area. The San Joaquin Area Flood Control Agency (SJAFCA) built the Smith Canal Gate, which opened in October 2024 and connects to an accredited levee. SJAFCA then applied for a Letter of Map Revision, and in September 2025 FEMA announced it was lifting the mandatory purchase requirement for the area; the revised map (case 25-09-0442P) took effect in February 2026. Lenders can still require coverage until they update their own determinations, so a current elevation certificate is often what an owner hands the lender or insurer. Portions of Stockton are also inside SJAFCA's Mossdale Tract area, where 200-year levee work is planned. The county keeps a public map of elevation certificates for buildings built or substantially improved in SFHAs since 1992, which is worth checking before ordering a new one.
For a Stockton elevation certificate we tie to a published benchmark with GNSS on the vertical datum the FIRM uses, then measure the lowest adjacent grade, the highest adjacent grade, the lowest floor, the garage slab, crawlspace vents, and machinery such as HVAC pads and water heaters with a Trimble S3 total station. You get photos of each side of the building and a signed FEMA EC. If the grade around the structure sits at or above the base flood elevation, the same data can support a letter of map amendment, and we can file it through eLOMA when the case qualifies. Work in Stockton is scheduled as a mobilization from our base in Lotus. See our elevation certificate service, nearby pages for Lathrop and Lodi, or our Stockton area page.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
