Elevation Certificates in Yuba City: Local Conditions
Yuba City sits on the west bank of the Feather River, which separates it from Marysville, and almost everything in town depends on the levees. The city's flood history is real: on Christmas Eve 1955 a levee failure during a series of winter storms flooded the area and 38 people died. Sutter County as a whole is bounded by the Sacramento River on the west and the Feather on the east, carries about 240 miles of levees, and has the Sutter Bypass running through its middle to carry Sacramento River flood water.
Most of the recent work came from the Sutter Butte Flood Control Agency, a joint powers agency formed in 2007 by Sutter and Butte counties, Yuba City, Live Oak, Biggs, Gridley, and Levee Districts 1 and 9. Its Feather River West Levee Project improved about 44 miles of levee from the Thermalito Afterbay south, mostly with slurry cutoff walls, some as deep as 130 feet, and construction finished in 2021. The agency's stated aim is 200-year protection for the urban areas and removing more than 34,000 properties from FEMA Special Flood Hazard Areas. The rural basin to the south is a separate story: the agency says the Sutter Bypass east levee does not yet provide 100-year protection, so a flood zone survey on a south-county parcel can look very different from one inside the city. Whatever the map shows today, check your parcel on the FEMA Flood Map Service Center before ordering anything.
A flood elevation certificate is field work plus paperwork. We tie to a benchmark on the vertical datum the FIRM uses, measure the lowest adjacent grade and highest adjacent grade at the building, the lowest floor, garage slab, crawlspace and vents, and the elevation of machinery such as the furnace, water heater, and AC unit, take the required building photos, and deliver a signed FEMA EC. If the numbers show the structure or lot is at or above the Base Flood Elevation while still mapped in the SFHA, we can prepare the LOMA data and submit through eLOMA when the case qualifies. Yuba City is a drive from our Lotus base, so we schedule visits in groups. See our elevation certificate service, the Yuba City area page, and our pages for Marysville and Live Oak.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
