Elevation Certificates in Marysville: Local Conditions
Marysville is a city built inside a levee. The Yuba River borders it on the south and east, the Feather River on the west, and the two meet just southwest of town. Hydraulic mining debris from the Sierra raised both riverbeds in the 1800s, and the city answered with levees: the Marysville Levee Commission says its system was the first in the Yuba-Sutter area, with construction starting in 1862. The levee ring also boxed the city in, which is why Marysville has grown so little in area and why so many of its buildings are old.
That age matters for an elevation certificate. Older houses here often have raised wood floors over a crawlspace, basements, or additions at different floor heights, and each changes which elevations go on the form and which building diagram applies. The U.S. Army Corps of Engineers has completed multi-phase upgrades to the 7.6-mile Marysville Ring Levee, adding cutoff walls, seepage blankets, and stability berms, with more than 12,700 residents behind it. As of early 2026 the FEMA accreditation paperwork was reported to be under way, and a flood zone change follows only when FEMA revises the map. Until then, the effective FIRM controls. Yuba County lists its most recent FIRM effective date as December 30, 2011, following a LOMR, and you can look up your panel on the FEMA Flood Map Service Center.
On site we tie to a benchmark on the FIRM's vertical datum, then measure lowest adjacent grade, highest adjacent grade, the top of the lowest floor (including a basement or crawlspace floor), garage slab, flood vents, and the elevation of machinery and utilities. We photograph each side of the building and deliver a signed FEMA elevation certificate. If the property is mapped in a Special Flood Hazard Area but the lowest adjacent grade is at or above the Base Flood Elevation, we can prepare a LOMA and file it through eLOMA where eligible. Marysville is a drive from Lotus, so we book Yuba-Sutter work in batches. More on our elevation certificate service, and see Yuba City and Plumas Lake.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
