Elevation Certificates in Corte Madera: Local Conditions

The Town of Corte Madera states its flood numbers plainly. Its Special Flood Hazard Area consists of zones AE and VE on the FEMA Flood Insurance Rate Map, and the Base Flood Elevation is 10 feet NAVD. Any new development, addition, or renovation of an existing structure in the SFHA requires a Floodplain Development Permit. Because much of the town is flat, the Town runs nine pump stations to move storm runoff, and it reports a Class 6 rating in FEMA's Community Rating System under NFIP community number 065023. In early January 2026, king tides combined with low pressure, storm surge, runoff, and wind to flood low-lying parts of town, and the Town's follow-up has included a flood preparedness fair with home-raising experts and permitting staff.

The Town's handout on elevating a structure explains what the elevation certificate actually checks. The lowest floor has to be raised above the BFE. An enclosure used only for parking, building access, or storage, such as an attached garage, is not the lowest floor if it is built to code. In AE zones, walls and foundations below the BFE need flood openings (at least two per enclosed area, bottoms no more than one foot above grade, and one square inch of net open area per square foot of enclosure for non-engineered vents). In VE zones the area below the lowest floor must be free of obstructions or use breakaway walls. The handout warns that if the openings are not compliant, the crawlspace or enclosure floor becomes the lowest floor. That is exactly what we measure and count in the field.

For a Corte Madera elevation certificate we tie a benchmark in NAVD88, measure the lowest adjacent grade, lowest floor, garage slab, crawlspace floor, and every flood opening, record the heights of the furnace, water heater, and electrical equipment, and photograph the building from each side before signing the FEMA form. For a home being raised, we can provide certificates at the construction-drawing, under-construction, and finished stages. If a building on higher ground is mapped inside the zone, we can prepare letter of map amendment data and file it through eLOMA when it qualifies. • Construction-stage ECs for permits: construction drawings, building under construction, and finished construction
  • Sacramento region, Central Valley, Delta, and Bay Area

Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in Corte Madera: FAQ

The Town requires a Floodplain Development Permit for new development and for additions or renovations to existing structures in the Special Flood Hazard Area, and the review may trigger a requirement to raise the structure above the 10-foot NAVD Base Flood Elevation. An elevation certificate gives the Town and your designer the measured starting point: lowest floor, adjacent grades, openings, and equipment heights.
Both are high-risk zones with a Base Flood Elevation. In AE zones, enclosures below the BFE need flood openings so water can equalize. In VE zones, which carry wave action, the space below the lowest floor must be free of obstructions or built with breakaway walls, and the elevation certificate reports the bottom of the lowest horizontal structural member. We note which zone and which rules apply to your building.
Ideally three times: once on the design drawings, once when the new floor framing is in place so any error can still be corrected, and once at completion for the finished-construction certificate. Bringing us in early is cheaper than finding out at final inspection that the floor is a few tenths short.
