Elevation Certificates in Los Banos: Local Conditions
Los Banos is on the west side of the San Joaquin Valley, at the junction of State Routes 152 and 165, with the Diablo Range to the west and the Grassland wetlands and wildlife refuges along the San Joaquin River to the east. Its namesake, Los Banos Creek, comes out of the Diablo Range, reaches the west edge of the city, and runs north toward Mud Slough and the San Joaquin. The Los Banos Creek Detention Dam, built in 1965 and 1966, was constructed in part to provide flood protection for the city and for the San Luis and Delta-Mendota canals downstream.
Inside town, the city's Public Works department maintains the storm drainage system, and it notes that stormwater ultimately flows into local irrigation canals and neighboring wetlands. The city's Storm Drainage Master Plan was amended in March 2010. That flat, canal-laced setting is why flood questions here tend to be parcel by parcel. An owner may find a zone line on the FIRM near the creek or a drainage corridor, or a lender may flag a building on a flood determination that needs to be checked against real ground elevations. The starting point is always the effective FIRM panel at msc.fema.gov. If the building is in a special flood hazard area, an elevation certificate gives the insurer the building's actual elevations. If the ground at the structure is at or above the base flood elevation, a letter of map amendment can take it out of the SFHA, and FEMA charges no review fee.
For a Los Banos certificate we tie to a published benchmark with GNSS on the FIRM's vertical datum, then use a Trimble S3 total station to measure the lowest adjacent grade, highest adjacent grade, lowest floor, garage slab, crawlspace and vents, and the HVAC and other machinery. We photograph every side of the building and deliver a signed FEMA EC, and we can submit an eLOMA when the case qualifies. Los Banos is a long drive from our base in Lotus, so work there is scheduled as a mobilization. See the elevation certificate service and the Merced and Patterson pages.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
