Elevation Certificates in Santa Rosa: Local Conditions
Santa Rosa's flood risk is shaped by an engineered system and a natural one. The engineered part is the Central Sonoma Watershed Project, built by Sonoma Water with the federal Soil Conservation Service. Its work plan was completed in 1958 and built out over the next 25 years, with floodwater-retarding structures and reshaped waterways meant to relieve flooding in the Santa Rosa urban area. Sonoma County's hazard mitigation plan lists four flood management reservoirs in the system: Spring Lake on Santa Rosa Creek, Matanzas Creek, Piner Creek, and the Brush Creek Middle Fork. It describes about 150 miles of engineered and natural channels on the Santa Rosa Plain. Unlike the big federal dams, these reservoirs have no flood gates. They work passively as detention or bypass.
The natural part is the Laguna de Santa Rosa, which the county plan calls a natural overflow basin that can store up to 80,000 acre-feet in a flood and lower downstream Russian River levels by more than 10 feet. The same plan cites an Army Corps estimate that the Laguna filled about 1.5 feet between 1956 and 2002, mostly with sediment from Santa Rosa Creek, and projects that flood elevations in the Laguna could rise 2.5 to 3.0 feet over 50 years if sedimentation continues. Sonoma Water's Zone 1A covers the Laguna de Santa Rosa and Mark West Creek watershed. For owners on the west and southwest edges of town, a flood elevation certificate is a snapshot taken against a flood level that may keep moving.
For a Santa Rosa FEMA elevation certificate we tie to a benchmark in NAVD88, which the county's Flood Insurance Study has used since 2008. We measure lowest and highest adjacent grades, lowest floor, garage and crawlspace levels, flood openings, and the heights of furnaces, water heaters, and AC units, then photograph the building and sign the FEMA form. If the building or lot sits at or above the Base Flood Elevation but is shown inside the Special Flood Hazard Area, we can prepare letter of map amendment data and submit it through eLOMA when eligible. Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
