Elevation Certificates in Galt: Local Conditions
Galt's mapped flood hazard comes mainly from Dry Creek, which flows past the city to its confluence with the Mokelumne River. FEMA's Flood Insurance Study for Sacramento County maps the stream as "Dry Creek (near Galt)" and lists Zones A, AE and X in the city. The study describes the Dry Creek floodplain as largely rural, with flood damage that has been mostly agricultural and poorly documented. The earliest major flood on record, about 13,200 cubic feet per second on February 2, 1945, was roughly a 9-year event. The creek still rises. In February 2017 the City reported removing fence panels along the Creekside and Dry Creek trail because floodwaters had eroded the footings.
The current maps for the Galt area took effect August 16, 2012, when the Sacramento County region received new and updated FIRMs. The City pointed residents to FEMA's map viewer to find their panel. Because the FIS lists both Zone A and Zone AE in Galt, it is worth checking which one your parcel is in. In AE the FIRM gives a base flood elevation to compare against. In unnumbered Zone A it does not, and the EC may need an elevation estimated from other data, so the answer depends more on the details. Galt has its own FEMA community number, separate from unincorporated Sacramento County, so check the city's panels rather than the county's.
For a Galt elevation certificate we tie a benchmark on NAVD88, the datum of the Sacramento County FIRM, and measure lowest adjacent grade, the top of the lowest floor, the garage, crawlspace openings where they exist, and machinery such as HVAC units. We photograph the building and certify the EC. If the survey shows the ground at the structure at or above the base flood elevation, we can prepare a letter of map amendment and submit it through eLOMA when it qualifies. FEMA charges no review fee for a LOMA. Read more on our elevation certificate service, or see nearby Elk Grove and Lodi.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
