Elevation Certificates in Colusa: Local Conditions
Colusa is the Colusa County seat, a river town that cannot see its river. The Sacramento River runs right past downtown, but it sits behind a high levee, so most residents never see the water unless they climb the bank. When the river is high it is hard to miss. During the 1996-97 floods the Colusa Weir gauge reached a stage of 68.67 feet on January 3, 1997, and thousands of acres of rice, tomatoes, and alfalfa were flooded in the region.
The county's flood maps are in transition. According to Colusa County, most of the county and its cities are covered by FIRMs dating from March 2003, while Arbuckle, Maxwell, and the area around Williams received detailed studies that took effect in 2015 through three Letters of Map Revision. FEMA's reanalysis has produced preliminary FIRMs, issued in 2022, that cover the City of Colusa, the City of Williams, and several census-designated places, and the county notes the restudy produced significant changes to the floodplain. The county also points out that owners whose properties are mapped out of a flood hazard area may be entitled to a refund of up to one year of premiums paid before the effective date. Because both an older effective map and a newer preliminary map may exist for the same parcel, check which one controls on the FEMA Flood Map Service Center and with Colusa County Public Works, which provides the floodplain permit and elevation certificate forms.
In the field we tie to a benchmark on the FIRM's vertical datum, measure lowest and highest adjacent grade, the lowest floor, garage or crawlspace, flood vents, and machinery and utilities, photograph the building, and deliver a signed FEMA elevation certificate. Elevations recorded on a certified EC stay valid when the map changes, so one survey can serve under both the old and new maps. If the structure is at or above the Base Flood Elevation but mapped in the SFHA, we can prepare a LOMA and file through eLOMA where eligible. Colusa is a mobilization from Lotus. See our elevation certificate service and pages for Willows and Yuba City.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
