Elevation Certificates in Manteca: Local Conditions

Manteca lies east of the San Joaquin River, and portions of the city are inside what the San Joaquin Area Flood Control Agency calls the Mossdale Tract area, the basin protected by Reclamation District 17 levees. SJAFCA's 2024 presentation lists portions of Stockton, Lathrop and Manteca in that basin, more than 55,000 residents and about 22,000 properties, including the Manteca wastewater treatment plant. San Joaquin County's flood page shows a past San Joaquin River levee breach that forced the evacuation of 500 people in Manteca, a reminder that this is levee country even where the FEMA map shows a protected zone.

Two separate standards apply here. FEMA flood insurance rate maps decide whether a lender requires flood insurance and how it is rated. California's SB 5 adds a 200-year urban level of flood protection requirement for urban Central Valley communities, and the City of Manteca publishes 200-year composite floodplain maps dated June 2014, including a dedicated map for southwest Manteca. SJAFCA's planned 200-year project for the Mossdale Tract includes levee raises, cutoff walls, seepage berms and an extension of the Manteca dryland levee. None of that changes the FIRM by itself, so if you are buying, building, or rating a policy, the effective FEMA panel and an elevation certificate are still what the insurer and the building department work from.

For a Manteca certificate we tie to a published benchmark with GNSS on the FIRM's vertical datum, then measure the lowest adjacent grade, highest adjacent grade, lowest floor, garage floor, crawlspace and vents, and the elevation of HVAC equipment and other building machinery with a Trimble S3 total station. Photos of every side of the building go with the signed FEMA EC. Where the grade at the structure is at or above the base flood elevation, that data can support a LOMA, filed through eLOMA when eligible. Manteca work is scheduled as a mobilization from our base in Lotus. See the elevation certificate service and the nearby Lathrop, Tracy and Stockton pages.

Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in Manteca: FAQ

No. The 200-year maps support the state SB 5 urban level of flood protection rules that affect land use approvals. Flood insurance requirements come from the FEMA FIRM, which is based on the 1-percent-annual-chance flood. A lot can be inside one and outside the other, so check both.
Not on its own. A FIRM changes only after FEMA processes a map revision. Until then, the effective panel controls. An elevation certificate gives your insurer the actual building elevations, which can matter more for the premium than the zone label.
The lowest and highest ground touching the building, the top of the lowest floor, the garage slab, crawlspace and flood vent details, and the lowest elevation of machinery like the furnace, water heater and AC condenser. Everything is tied to a benchmark on the map datum and photographed.
