Elevation Certificates in Newark: Local Conditions
Newark's flood exposure is real but narrow, and the city's own hazard plan says so. The 2024 Tri-City Local Hazard Mitigation Plan annex for Newark reports that the city entered the National Flood Insurance Program in 1974 and became a regular participant on December 1, 1978, and that it does not currently participate in FEMA's Community Rating System. Asked where flood risk exists with limited insurance coverage, the city answered: areas on the borders of the flood control channels. The same annex counts far more structures in the 0.2 percent annual chance (500-year) zone than in the 1 percent zone, which means many Newark owners are near a flood zone line rather than deep inside one.
The geography explains that. Newark lies in the Alameda Creek watershed, and the annex notes Alameda Creek enters the bay in a flood control channel along the Fremont and Hayward border about two miles north of the city. On Newark's own bay edge, the Alameda County Flood Control District describes Newark Slough being fed by culverts and engineered channels from the District's Zone 5 in Newark and Fremont before winding through salt pond levees to the bay near Plummer Creek. The District also notes that South Bay salt ponds subsided from groundwater pumping between the 1850s and early 1900s, which is why so much of the margin stays behind levees. Near a flood control channel, a few tenths of a foot of grade can decide which side of the line a house falls on.
That is where a survey pays off. We tie a benchmark on the FIRM's vertical datum with GNSS, then measure the lowest adjacent grade, lowest floor, garage slab, and machinery and utilities with a Trimble S3 total station, photograph the building, and deliver a signed FEMA elevation certificate. If your lender says the structure is in the Special Flood Hazard Area but the ground at the building is at or above the Base Flood Elevation, the same data can support a letter of map amendment, and we can submit eligible requests through eLOMA. Newark work is scheduled as a mobilization from Lotus. See our elevation certificate service, the Fremont and Union City pages, and our Newark area page.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
