Elevation Certificates in Alameda: Local Conditions
Alameda is built on low, flat ground, and a good share of it is made land. The Alameda County Flood Control District notes that the island's area doubled in the 1850s as mining debris and dredged material filled marsh and tidal flats, and that Alameda Point and the Southshore area are filled baylands. The city's own flood map page says more than 1,000 Alameda properties sit inside a FEMA Special Flood Hazard Area. That is a meaningful number, but it is not the whole island, so the first step on any Alameda job is reading the current FIRM panel for the specific parcel rather than assuming. FEMA also released preliminary flood maps in March 2025 covering Alameda County and the cities of Alameda, Oakland, and Piedmont, so it is worth checking whether a preliminary panel differs from the effective one.
Where a property is in the SFHA, Alameda's rules are unusually clear. The city states the Base Flood Elevation is about 10 feet NAVD88 throughout Alameda, and new or substantially improved buildings must put the lowest floor one foot above it, which works out to 11 feet NAVD88 for nearly all of the city. The city requires an elevation certificate before the building permit is issued and another before the Certificate of Occupancy, prepared by a licensed land surveyor or registered civil engineer. If you want a Letter of Map Amendment, the city says that request goes directly between the owner and FEMA, and approved letters should be filed with Public Works. Alameda participates in FEMA's Community Rating System as a Class 8 community. It was also one of several Bay Area agencies that appealed FEMA's San Francisco Bay coastal analysis and lost, so FEMA's coastal analysis stands.
For a flood elevation certificate we tie a benchmark on the FIRM's vertical datum (NAVD88 here) using GNSS, then measure the lowest adjacent grade, the lowest floor or crawlspace, garage slab, and any machinery or utilities with a Trimble S3 total station. We photograph the building as FEMA requires and deliver a signed and sealed FEMA Form FF-206-FY-22-152. On fill ground that sits a little above 10 feet, the numbers sometimes support a LOMA, and we can submit it through eLOMA when it qualifies. Work in Alameda is scheduled as a mobilization from our base in Lotus. See our FEMA elevation certificate service, nearby pages for Oakland and San Leandro, and our Alameda area page.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
