Elevation Certificates in Oakland: Local Conditions

Oakland's flood risk comes from two directions. The city's 2023 Safety Element draft identifies the primary flood areas as the San Francisco Bay shoreline, the Oakland Estuary, and San Leandro Bay, plus areas near Lake Merritt and Glen Echo, Arroyo Viejo, Lion, Sausal, and Peralta creeks. It also notes that most of Oakland's developed shoreline is not inside the current 100-year flood zone, the exception being the north part of the airport. In other words, a waterfront address does not automatically mean a mapped Special Flood Hazard Area, and an inland lot along a creek can be. The Alameda County Flood Control District adds that Elmhurst Creek runs through about a mile of artificial fill before reaching the bay, a reminder of how much of the flatland was built on reclaimed marsh.

Maps here are also in motion. In March 2025 FEMA delivered preliminary flood maps for Alameda County and the cities of Alameda, Oakland, and Piedmont, with revised flood hazards along Peralta Creek, and the 90-day appeal period ran through June 28, 2025. If you own along Peralta Creek in the Fruitvale or upstream, compare the preliminary panel to the effective FIRM before you buy or build, because a change in zone or Base Flood Elevation can change both lender requirements and what your elevation certificate needs to show. For questions about developing in a floodplain, the Safety Element points to the city's Planning and Building Department.

Our Oakland flood certificate work starts with a benchmark tie on the FIRM's vertical datum using GNSS, then a Trimble S3 total station survey of the lowest adjacent grade, the lowest floor, any crawlspace or garage, and machinery and utilities serving the building. Hillside and creekside lots often have a big spread between the high and low sides of the house, and the low side is what matters. We take the required photographs and deliver a signed FEMA elevation certificate. If the lowest adjacent grade is at or above the BFE, we can prepare a LOMA (letter of map amendment) package and submit through eLOMA when eligible. Oakland work is scheduled as a mobilization from Lotus. Start with our elevation certificate service, see Alameda and San Leandro, or visit our Oakland area page.

Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in Oakland: FAQ

Not necessarily. Oakland's Safety Element draft says most of the developed shoreline is outside the current 100-year flood zone, except the north part of the airport. Creekside lots along Peralta, Sausal, Arroyo Viejo, Lion, or Glen Echo creeks can be mapped too. Check the specific FIRM panel for your parcel.
FEMA issued preliminary maps in March 2025 for Alameda County, Alameda, Oakland, and Piedmont, with revised flood hazards along Peralta Creek. The appeal period ended June 28, 2025. Owners near Peralta Creek should compare the preliminary and effective maps.
The certificate itself does not change the map, but the same survey data can support a LOMA. If the lowest ground touching the building is at or above the Base Flood Elevation, FEMA can remove the structure from the Special Flood Hazard Area, which removes the federal flood insurance mandate. Your lender can still require coverage.
