Elevation Certificates in Larkspur: Local Conditions

Larkspur gets flooded from both ends of Corte Madera Creek. Upstream, the creek drains the 28-square-mile Ross Valley watershed, and the Marin County Flood Control District counts Larkspur among the communities hit by the December 2005 flood, which caused nearly $95 million in damage across the valley. Downstream, the creek is tidal. The City of Larkspur documented January 1 to 5, 2026 as an extreme king tide event in which water rose more than a foot above forecast while rainfall was only moderate. The City's published tide figures put typical nuisance flooding near 7.0 feet, road closures near 8.0 feet, the January 4 peak near 8.7 feet, and the FEMA 100-year flood elevation at 10.0 feet.

The City names the places most exposed to tidal flooding: Larkspur Plaza Drive, where water can come up through storm drains; Larkspur Marina and Riviera Circle, surrounded by the creek and an interior lagoon; and the Redwood Highway and Industrial Drive area near the SMART corridor. Those are the neighborhoods where a FEMA elevation certificate most often comes up, because a building's lowest floor or garage can sit only a foot or two above recent tide peaks. The gap between an observed tide of about 8.7 feet and a 10.0-foot flood elevation is the kind of margin that only a measured certificate can show for a specific house.

Our Larkspur flood zone survey ties to a benchmark in NAVD88, then measures the lowest adjacent grade, lowest floor, garage and crawlspace levels, flood openings, and the heights of mechanical and electrical equipment, with photos of all sides of the building. We sign and deliver the FEMA form. For buildings on higher canyon or hillside ground that the map still places in a flood zone, we can prepare letter of map amendment data and file through eLOMA when it qualifies. Larkspur is a scheduled mobilization from our Lotus base, so we group North Bay site visits. Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in Larkspur: FAQ

Not by itself. Flood zones change only when FEMA revises the map. The event does show how close some low ground sits to the 100-year flood elevation the City cites, about 10.0 feet. An elevation certificate measures your lowest floor and adjacent ground so you know where your building stands against that number.
Ask for the flood zone determination and check the effective map at msc.fema.gov. If the building or lot is on ground at or above the Base Flood Elevation but drawn inside the zone, a letter of map amendment can remove it, and FEMA charges no review fee. We survey the lowest adjacent grade and tell you whether the request is supportable.
It depends on where you are. Near the marina and bayfront, tides and storm surge drive the risk. Farther up Corte Madera Creek, heavy rain on the Ross Valley produces the floods. The certificate does not depend on the source. It compares your building to the Base Flood Elevation on the effective map, which accounts for whichever source governs that location.
