Elevation Certificates in Gridley: Local Conditions
Gridley is a Highway 99 farm town in southern Butte County, about 29 miles south of Chico. It is one of the member cities of the Sutter Butte Flood Control Agency, which was set up in 2007 to plan and pay for levee repairs in the Sutter-Butte basin. The agency's Feather River West Levee Project starts at the Thermalito Afterbay and runs south through the basin, and it was designed to give Gridley, Biggs, Live Oak, and most of Yuba City 200-year protection. Over 80 percent of the repairs were slurry walls that cut off seepage through and under the levee.
Gridley also sits downstream of Oroville Dam. In February 2017, when damage to the dam's main and emergency spillways raised fears that the emergency spillway weir would fail, evacuation was ordered for low-lying areas along the Feather River in Butte, Yuba, and Sutter counties, and about 188,000 people left their homes. Nothing failed, but it reminded many owners that their flood insurance and flood zone paperwork mattered. The current zone for any Gridley parcel is on the FEMA Flood Map Service Center. FEMA has also been revising flood maps in Butte County, with preliminary FIRMs dated May 30, 2025. Local reporting said the zone changes from that study are concentrated in north Chico, but it is worth checking whether your panel is part of any pending revision.
For a flood elevation certificate we tie to a benchmark on the FIRM's vertical datum, measure lowest and highest adjacent grade, the lowest floor and garage, crawlspace and flood vents, and machinery such as HVAC units and water heaters, photograph the building, and deliver a signed FEMA EC. When the survey shows the structure at or above the Base Flood Elevation but mapped in a Special Flood Hazard Area, we can prepare a LOMA and file through eLOMA where eligible. Gridley is a mobilization from our Lotus base, so we plan the trip in advance and often pair it with Yuba-Sutter or Oroville work. See our elevation certificate service and the pages for Oroville and Live Oak.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
