Elevation Certificates in Fremont: Local Conditions
Fremont spreads across the old alluvial fan of Alameda Creek, from the mouth of Niles Canyon to the salt ponds. The Alameda County Flood Control District describes the 12-mile Alameda Creek Flood Control Channel, built by the Army Corps of Engineers in the 1970s, carrying the creek through Union City and Fremont across its historic flood plain. To the south, the Laguna Creek watershed collects Mission, Morrison, Sabercat, Washington, and other foothill creeks through Lake Elizabeth in Central Park, a man-made lake expanded from Stivers Lagoon, a natural sag pond on the Hayward Fault, before Laguna Creek heads through engineered channels to Mud Slough and the bay. Flood zones in Fremont follow those channels and the bay margin rather than covering whole districts.
The City of Fremont's Engineering Division keeps an orderly public record. It participates in the National Flood Insurance Program and FEMA's Community Rating System, and it keeps elevation certificates for new buildings and major improvements in Special Flood Hazard Areas, organized by FEMA flood map panel number and address, with copies online and in person. The city also lists map changes made between full FIRM updates; its page links a Letter of Map Revision for Line B (Zone 5), from San Francisco Bay to Stivers Street, as an example of how public flood control work can change a property's zone. Before ordering new work, check the city's list for your panel. An existing certificate may still be valid if the building has not changed.
When a new flood elevation certificate is needed, we tie a benchmark on the FIRM's vertical datum with GNSS, then measure the lowest adjacent grade, lowest floor, garage, crawlspace if present, and machinery and utilities with a Trimble S3 total station. We take the required photographs and deliver a signed FEMA Form FF-206-FY-22-152. If the survey shows the structure sits at or above the Base Flood Elevation while the map shows it inside the zone, we can prepare a letter of map amendment and submit through eLOMA when eligible. Fremont work is scheduled as a mobilization from Lotus. See our elevation certificate service, nearby Newark and Union City, and our Fremont area page.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
