Elevation Certificates in Pittsburg: Local Conditions

Pittsburg sits on New York Slough at the western edge of the Sacramento-San Joaquin Delta, and FEMA's countywide study treats the slough as tidal, with flood levels set from tide gage data. The study adds that because of the low, tidal nature of the Delta the whole region has to be thought of as floodplain, and that roughly three quarters of Delta levees are nonproject levees maintained to no uniform standard. Inland, the main mapped stream is Kirker Creek. FEMA describes undersized culverts under abandoned roads in the former Camp Stoneman area forcing water out of the channel, and an undersized culvert under State Highway 4 that backs water up until it fills the Loveridge Road underpass. The February 1986 storm caused erosion and damage to homes along Kirker Creek. Lawlor Creek and the Los Medanos Wasteway are also studied.

Pittsburg's floodplain ordinance, Municipal Code chapter 15.80, adopts the FIS and FIRMs dated September 30, 2015 and later revisions. In AE zones the lowest floor of new or substantially improved homes must be at or above the Base Flood Elevation, and on completion that elevation has to be certified by a registered civil engineer or licensed land surveyor. The code goes further than most: a structure without its required elevation certificate is presumed to be in violation until the paperwork is provided. Larger filled subdivisions must also submit surveyor- or engineer-certified as-built data for a LOMR-F. So whether you are building, refinancing, or answering a lender's flood determination, the elevation certificate is the record the city and the insurer both rely on.

On site we tie into NAVD88 benchmarks with GNSS and run the building measurements with a Trimble S3 total station: lowest adjacent grade, highest adjacent grade, the top of the lowest floor, garage slab, flood openings, and the elevation of furnaces, water heaters, and electrical equipment. We photograph the building as FEMA requires and sign the completed Form FF-206-FY-22-152. If the numbers show the structure is on ground at or above the BFE, we can prepare a LOMA and file it through eLOMA where eligible. Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in Pittsburg: FAQ

Yes. Pittsburg Municipal Code chapter 15.80 requires the lowest floor elevation of new and substantially improved buildings in mapped flood zones to be certified by a registered civil engineer or licensed land surveyor after construction, and it presumes a building is in violation until that documentation is provided.
FEMA's study points to the tidal New York Slough shoreline and to Kirker Creek, where undersized culverts in the former Camp Stoneman area and under Highway 4 push water out of the channel toward the Loveridge Road underpass. Check your parcel on the FEMA Flood Map Service Center at msc.fema.gov.
A LOMA fits a lot that was naturally at or above the Base Flood Elevation. If the lot was raised with fill, the request is a LOMR-F, which carries a FEMA fee. The elevation survey tells you which one applies.
