Elevation Certificates in Plumas Lake: Local Conditions
Plumas Lake is new housing on old floodplain. It is an unincorporated community in Yuba County, about ten miles south of Marysville near where the Bear River joins the Feather. The first master plan was approved in 1993 and construction started in 2003, and the population grew from 5,853 in 2010 to 8,126 in 2020. Despite the name, the town is not built on a dry lake bed. The bigger issue was water from the rivers. On February 20, 1986, a Yuba River levee gave way in Linda, flooding about 30 square miles through Linda, Olivehurst, and Arboga and forcing more than 26,000 people out. Another major flood followed in 1997.
The Three Rivers Levee Improvement Authority was formed in 2004 by Yuba County and Reclamation District 784 to rebuild those levees along the Yuba, Feather, and Bear rivers and the Western Pacific Interceptor Canal. TRLIA says most of the work was done by 2010, which is when FEMA first accredited the system. In July 2019 TRLIA certified 33 miles of RD 784 levees and asked FEMA to extend accreditation for 15 years, which would keep most of Linda, Olivehurst, Arboga, and Plumas Lake in a low-to-moderate risk zone through 2034. Areas of interior drainage, such as ponding areas, can still be mapped as high-risk. Yuba County Public Works keeps copies of elevation certificates it has received and answers flood zone questions, so it is worth asking there before you order a new one.
When a new certificate is needed, we tie to a benchmark on the FIRM's vertical datum, shoot lowest and highest adjacent grade, the slab or lowest floor, the garage, and the AC condenser, water heater, and other machinery, take the required photos, and deliver a signed FEMA EC. Builders here often need one at more than one stage of construction. If a lot is mapped in a Special Flood Hazard Area but sits at or above the Base Flood Elevation, we can prepare a LOMA and file it through eLOMA where eligible. Plumas Lake is a drive from our Lotus base and is scheduled with other Yuba-Sutter work. See our elevation certificate service and nearby pages for Marysville and Yuba City.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
