Elevation Certificates in South Lake Tahoe: Local Conditions
Flood zones in South Lake Tahoe follow the streams that drain into the lake. The Upper Truckee River, Lake Tahoe's largest tributary, flows north through the Truckee Marsh in the city to the lake, and Trout Creek runs nearby; the two once joined in the marsh, and today their flows combine only during high runoff. FEMA's flood data for the City of South Lake Tahoe has detailed flood profiles on the Upper Truckee River, Trout Creek and Bijou Creek, plus Heavenly Valley Creek, with Zone AE and a regulatory floodway mapped along the main channels. Panels covering the city carry several effective dates, from 2008 to a November 2023 revision, so it pays to pull the current panel for your parcel before making decisions.
The parcels most often asked for flood insurance are the ones along the Upper Truckee River and Trout Creek corridors and in the low ground near the marsh. Many lake-area homes are built on crawlspaces or with lower-level garages, and snow sits against foundations much of the winter, so the survey has to be planned around access to the ground next to the building. A FEMA elevation certificate records the real floor and equipment elevations for insurance rating and stays valid unless the building is changed. If the lowest adjacent grade is at or above the base flood elevation but the building is still drawn inside the SFHA, a letter of map amendment can remove it; FEMA charges no review fee, and licensed land surveyors can file eligible cases through eLOMA. We work only on the California side of the basin. Contour Survey does not survey in Nevada, so Stateline, Zephyr Cove and other Nevada properties are outside our service.
The field work ties a benchmark on the FIRM's vertical datum with GNSS, then uses a Trimble S3 total station to measure lowest adjacent grade, the lowest floor, garage and crawlspace levels, and machinery and utilities, with photographs of each side of the building. We process in Trimble Business Center and sign the EC as a licensed land surveyor, and prepare a LOMA or eLOMA when the data supports it. See our elevation certificate service, the Truckee and Placerville pages, and our South Lake Tahoe surveying page.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
