Elevation Certificates in Sausalito: Local Conditions

Sausalito's current flood maps came out of a multi-year FEMA and Marin flood map modernization project and took effect on March 16, 2016. The City's Floodplain Administrator is its City Engineer, and the City adopted a new floodplain management chapter (Municipal Code Chapter 8.48, Ordinance No. 1234) in April 2016. The City's own list of elevation certificates on file shows the mix of zones along the waterfront, with AE, VE, and split AE/X and VE/X determinations on Bridgeway and nearby shoreline parcels. The City also states that its areas of moderate flood hazard, outside the mapped 1 percent zone, are susceptible to the effects of sea level rise.

Floating homes are the first Sausalito question we get, and the answer starts with the insurance policy, not the survey. FEMA's Standard Flood Insurance Policy defines a building as a structure with two or more rigid outside walls and a fully secured roof, affixed to a permanent site. It excludes a building located entirely in, on, or over water, or seaward of mean high tide, if it was built or substantially improved after September 30, 1982. That means the standard NFIP elevation certificate is often not the document a floating home needs. Talk to your insurance agent about how your home is classified before ordering one. For buildings on land, from Bridgeway storefronts to Marinship workshops, the certificate works the usual way.

For a Sausalito flood elevation certificate we tie to a benchmark in NAVD88, measure the lowest adjacent grade and lowest floor. In VE zones we also measure the bottom of the lowest horizontal structural member. We record garage and crawlspace levels, flood openings, and equipment heights, photograph the building, and sign the FEMA form. The City offers copies of certificates already on file through its engineering office, so check there first. If a building on higher ground is mapped into the zone, we can prepare letter of map amendment data and file through eLOMA when eligible. • Sacramento region, Central Valley, Delta, and Bay Area

Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in Sausalito: FAQ

Check with your insurance agent first. The standard NFIP flood policy excludes buildings located entirely in, on, or over water, or seaward of mean high tide, if built or substantially improved after September 30, 1982, so an elevation certificate may not serve any purpose for a floating home. If your agent or lender confirms one is needed, we can discuss what can be measured. For buildings on land, we prepare certificates routinely.
VE zones carry wave action, so the certificate reports the bottom of the lowest horizontal structural member of the lowest floor, not just the top of the floor. We also note whether the area below is open or enclosed with breakaway walls, which affects how the building is rated.
Possibly. The City posts a list of elevation certificates on file by address and offers copies through its engineering division. If your building has one and has not been changed since, it may still be valid, because a certified elevation certificate does not expire unless the building changes in a way that affects the data.
