Elevation Certificates in Morgan Hill: Local Conditions
Morgan Hill lists nine creeks with Special Flood Hazard Areas: Corralitos, Coyote, Edmundson, Foothill, Llagas, Maple, Paradise, Tennant and West Little Llagas. In FEMA's flood data for the city, West Little Llagas Creek carries the most mapped reaches, and there are also mapped overflow areas such as the Watsonville Road and Middle Avenue overflow areas. The zones are a mix of AE, approximate Zone A, shallow-flooding AO and AH, and a fair amount of Zone D where the hazard is undetermined. Most panels covering the city are dated May 18, 2009. The city's FEMA page links to elevation certificate information and to the LOMA and LOMR-F process, and its engineering division publishes an annual flood report.
The big change coming is the Upper Llagas Creek Flood Protection Project. Valley Water, with the Army Corps and the state, is improving about 13.9 miles of channel on Upper Llagas Creek and West Little Llagas Creek to protect Morgan Hill's urban area from a 1 percent (100-year) flood. Phases 1 and 2A are complete, and Phase 2B, the final phase, started in October 2024 with work expected to run into 2027. Valley Water says the project will protect about 1,100 homes and 500 businesses, with insurance relief pending FEMA certification. Until FEMA revises the maps, lenders and the city use the current FIRM. When the maps do change, owners whose buildings drop out of the SFHA may want a fresh FEMA elevation certificate, and owners who stay in may find a letter of map amendment works on their parcel.
The survey itself is the same either way. We tie a benchmark on the FIRM's vertical datum with GNSS, then use a Trimble S3 total station to measure lowest adjacent grade, the lowest floor, garage slab and crawlspace, flood openings, and machinery and utilities, and photograph the building. Data is processed in Trimble Business Center and the EC is signed by a licensed land surveyor. If your ground is at or above the BFE, we prepare the LOMA data or submit through eLOMA. Morgan Hill work is scheduled as a mobilization. See our elevation certificate service, plus Gilroy and San Jose.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
