Elevation Certificates in Guerneville: Local Conditions
Sonoma County records more NFIP repetitive flood losses than any other area in California, according to its hazard mitigation plan, and the lower Russian River is the main reason. The plan describes the lower Russian River's floods as fast and deep because the floodplain is narrow, causing repeated losses in Guerneville, Rio Nido, Monte Rio, Duncans Mills, and Mirabel Park. The plan reports that the river passed flood stage at Guerneville in 34 of the 59 years since 1955. The National Weather Service puts flood stage at 32 feet on the Guerneville Bridge staff gauge, and the plan's table places the 100-year flood at about 48.5 feet on that gauge. The February 1986 flood reached 48.6 feet at Guerneville with a peak flow of 102,000 cubic feet per second.
Home elevation is a normal part of life here. After the 1995 floods the county started the Sonoma County Flood Elevation Program, and county records cited in the hazard plan show more than 300 homes raised since then, most of them repetitive-loss properties, by 2 to 22 feet. FEMA's Hazard Mitigation Grant Program has continued to fund raising homes in Forestville, Guerneville, and Monte Rio to at least two feet above the Base Flood Elevation. Permit Sonoma has processed use permits that let program homes exceed the height limit once raised, such as a 2021 request to lift a Guerneville duplex 4 feet over the 35-foot limit. In the county's F2 floodplain district, new homes need the first floor at least one foot above the 100-year flood elevation. The plan also notes the county did not take part in FEMA's Community Rating System when it was written.
Every one of those situations runs through an elevation certificate. We tie to a NAVD88 benchmark, measure the lowest and highest adjacent grades, the lowest floor, the enclosure or garage floor beneath an elevated house, flood openings, and the heights of furnaces, water heaters, and electrical equipment, and photograph the building before signing the FEMA form. For a home being raised we can certify the design, framing, and finished stages. On higher ground above the river, we can check whether a letter of map amendment is supportable and file through eLOMA when eligible. Guerneville is a scheduled mobilization from our Lotus base. See our elevation certificate service and the nearby Healdsburg and Santa Rosa pages.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
