Elevation Certificates in Tracy: Local Conditions
Tracy is a different flood setting from Stockton or Lathrop. The city sits on the valley floor with a range of hills to the west and the moist Delta river system to the north, where much of its newer development pressure has been. The elevation certificate requests we expect here are specific: a lender has flagged a building from a flood determination, a parcel on the edge of town shows a mapped zone, or a new building in a mapped zone needs its lowest floor certified.
Tracy's floodplain regulations, Chapter 9.52 of the municipal code, are stricter than the federal minimum. As published, the chapter requires the lowest floor of new and substantially improved buildings in special flood hazard areas, including any basement, to be elevated one foot or more above the base flood elevation. It also requires that the lowest floor elevation be certified once the structure is complete and given to the floodplain administrator, who keeps those records for public inspection. The chapter adopts FEMA's Flood Insurance Study for the City of Tracy dated January 24, 1991 and all later revisions. In practice that means the FEMA elevation certificate is the document that shows a new Tracy home meets the extra foot of freeboard, and the same form is what an insurer uses to rate a policy. San Joaquin County's flood page also links a 200-year floodplain viewer and a historical flood area map, both useful when you are evaluating a parcel at the edge of the city.
For a Tracy certificate we tie to a published benchmark with GNSS on the FIRM's vertical datum, then shoot the lowest adjacent grade, highest adjacent grade, top of the lowest floor, garage slab, crawlspace and vent openings, and the lowest machinery elevation with a Trimble S3 total station. You receive photos of each side of the building and a signed FEMA EC. If the ground at the structure is at or above the BFE, the data can support a letter of map amendment, filed through eLOMA when the case qualifies. Tracy work is scheduled as a mobilization from our base in Lotus. See the elevation certificate service, and nearby Lathrop and Manteca.

Our Process
Address & Flood Map Check
Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.
Benchmark Tie
We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.
Building Measurement
We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.
Signed EC, and the LOMA if It Qualifies
You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.
