Elevation Certificates in San Leandro: Local Conditions

San Leandro's flood map changed recently in a way that still affects buyers and owners. The city's Floodplain Management page says that as of December 21, 2018, FEMA updated local flood zones following a coastal study, and the city posts a map comparing old and new zones. Bay-edge neighborhoods are where that study matters most. The Alameda County Flood Control District notes that before reaching San Leandro Bay, San Leandro Creek crosses a mile-wide swath of former tidal marsh, most of it covered with artificial fill, and the Heron Bay area near San Lorenzo Creek sits behind outboard levees along the bay. Low, filled ground next to the bay is exactly what a coastal study looks at.

The city's construction rules are where an elevation certificate earns its keep. If your home or business is below the 100-year flood elevation, San Leandro's flood damage prevention regulations apply to remodels, additions, and repairs. A substantial improvement or substantial damage, meaning work or damage equal to 50 percent or more of the structure's market value, requires bringing the building into compliance, including elevating it to or above the 100-year flood elevation. The city may ask for a Substantial Improvement Worksheet. San Leandro is the repository for flood maps, LOMRs, LOMAs, and elevation certificates, kept at the Division of Building and Safety at 835 E. 14th Street, and it has been in FEMA's Community Rating System as a Class 8 community since October 2006.

For the survey itself we tie a benchmark on the FIRM's vertical datum with GNSS, then measure the lowest adjacent grade, lowest floor, attached garage, crawlspace if any, and machinery and utilities with a Trimble S3 total station. We take the required building photos and deliver a signed FEMA elevation certificate. Planning a remodel? Early elevations tell your designer how far the existing floor sits from the base flood elevation before you get near the 50 percent line. If the ground at the building is at or above the BFE, we can prepare a letter of map amendment and file it through eLOMA when eligible. San Leandro work is scheduled as a mobilization from Lotus. See our elevation certificate service, Hayward, Oakland, and our San Leandro area page.

Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in San Leandro: FAQ

Yes. The city says FEMA updated local flood zones following a coastal study, effective December 21, 2018, and it publishes a map comparing old and new zones. If you bought or refinanced before then, check your current zone.
When the cost of improvements, or the cost to repair damage, equals or exceeds 50 percent of the structure's market value. At that point the city requires compliance with its flood regulations, including elevating to or above the 100-year flood elevation. An elevation certificate documents where the building stands now.
San Leandro keeps flood maps, LOMRs, LOMAs, and elevation certificates at the Division of Building and Safety at 835 E. 14th Street, and runs a flood information line. Check there first; we can prepare a new certificate if none exists or the building has changed.
