Elevation Certificates in Sonoma: Local Conditions

Sonoma Creek is one of the three streams Sonoma County's hazard mitigation plan names as causing the most frequent damaging floods in the county, along with the Russian River and the Petaluma River. The plan describes Sonoma Creek as overtopping its banks even in relatively small winter storms, with short floods that can still last several days and hit the low land along the creek hardest. During the 2005 to 2006 New Year's storms, the plan records significant flooding on Sonoma Creek as well as the Petaluma River. Sonoma Water's flood protection Zone 3A covers the Valley of the Moon watershed, the upper Sonoma Creek drainage, which funds channel maintenance and drainage planning.

Inside the city, Nathanson Creek is the waterway the City is watching most closely. In October 2026 the City of Sonoma, Sonoma Water, and the Sonoma Ecology Center asked owners with Nathanson Creek on their property to report downed trees and debris that could restrict flow in heavy rain. The City's Planning documents include a Flood Hazard Elevation Certificate, so expect a certificate to come up if you build or substantially improve in a mapped flood zone. Buyers of older homes near the creeks often meet the same question from their lender. The flood elevation certificate gives a measured answer instead of a guess from a map line.

For a Sonoma elevation certificate we tie to a benchmark in NAVD88, the datum of the county's current Flood Insurance Study. We measure lowest and highest adjacent grades, lowest floor, garage and crawlspace levels, flood openings, and the heights of mechanical equipment, then photograph the building and sign the FEMA form. If your house or barn sits on ground at or above the Base Flood Elevation but the map shows it inside the zone, we can prepare letter of map amendment data and file through eLOMA when eligible. Sonoma is a scheduled trip from our Lotus base. See our elevation certificate service, the Petaluma and Santa Rosa pages, or surveying in Sonoma.

Our Process

1

Address & Flood Map Check

Send the address and the reason you need the certificate: lender letter, insurance quote, building permit, or a LOMA. We pull the effective FIRM panel, flood zone, and Base Flood Elevation before quoting, and tell you up front if a LOMA looks possible.

2

Benchmark Tie

We tie the site to a published benchmark on the vertical datum the flood map uses, with GNSS and a total station. Every elevation on the certificate is measured from that tie, not estimated from a contour map.

3

Building Measurement

We measure the top of the bottom floor, the next higher floor, the garage slab, the lowest and highest adjacent grade, the lowest machinery and equipment, and the flood openings, and take the photographs the form requires.

4

Signed EC, and the LOMA if It Qualifies

You receive the completed, signed Elevation Certificate as a PDF. If the lowest adjacent grade is at or above the Base Flood Elevation, we prepare the LOMA request and submit it to FEMA, through eLOMA when the building meets its criteria.

Elevation Certificates in Sonoma: FAQ

Yes. Elevation certificates are the same FEMA form whether the building is inside the City of Sonoma or in unincorporated Sonoma Valley. The only differences are which agency reviews any permit and which community number appears on the form. We note the correct community on the certificate.
If the house is in a mapped Special Flood Hazard Area, or you are buying, refinancing, or planning an addition, a certificate is worth having because it records exactly how high the building sits. If the property turns out to be on ground above the Base Flood Elevation, the same survey data can support a letter of map amendment.
Look up the address on FEMA's Flood Map Service Center at msc.fema.gov, or ask the City or Permit Sonoma for a determination. If the map line crosses your lot, only a survey can tell you whether the building itself is above or below the flood elevation.
