ADA Ramp Surveys in San Pablo, CA

San Pablo is a city with its own public works program and a published ADA transition plan, and its streets have been rebuilt around pedestrians in the past several years. The Rumrill Boulevard Complete Streets project replaced sidewalk and curb ramps at scale and added crossing beacons, curb extensions, and median islands, and pavement rehabilitation work on the city's residential grid has carried ADA curb ramp repair with it. Every one of those ramps is a constructed slope that somebody has to verify before the contract closes. Alongside the public work, the San Pablo Avenue commercial strip, the civic center area, and the shopping centers and medical offices along the arterials generate the private side of this: accessible parking, entrance ramps, and paths of travel from the stall to the door.

The flat grid here hides the trap. On level ground the running slope of a curb ramp is easy to hit, but the cross slope of the sidewalk through a driveway apron, and the slope of an accessible parking stall and its access aisle, are where built conditions drift out of tolerance. Stalls and aisles are held to 1:48 in all directions, ramp running slope to 1:12, cross slope to 1:48, and landings to a minimum of 60 inches. We measure those surfaces with a scanner or robotic total station tied to a control network, then compute slope planes across the stall, the aisle, the landing, and the ramp panel rather than sampling with a two-foot level. Public right-of-way ramps are compared against the Caltrans standard plan detail they were built from, including flared side slopes and detectable warning placement.
