ADA Ramp Surveys in Alameda, CA

The City of Alameda adopted an updated ADA self-evaluation and transition plan in 2024, covering city facilities and the pedestrian right of way, and paired it with added funding for sidewalk repair and replacement. That kind of program work generates a steady stream of ramp reconstruction, sidewalk replacement, and closeout verification, and it also raises the bar on what counts as evidence: an inventory rating is a starting point, but design and construction need measured elevations.

Alameda is flat, which people assume makes accessibility easy. It does not. On an island grid this old, the accessible route usually fails on things unrelated to street grade: driveway aprons that tip the sidewalk toward the gutter, panels that have settled or heaved over century-old utilities, gutter pans that carry a steep counter-slope right where the ramp lands, and shoreline and Bay Farm Island areas where settlement changes the picture over time. Along the Park Street and Webster Street business districts, older storefronts add raised entries and thresholds that have to be resolved within a narrow public sidewalk.
