ADA Ramp Surveys in Hercules, CA

Hercules was planned around walking, which puts more of its accessible network in paths, paseos, and connections between neighborhoods than in a traditional downtown. City street work reflects that: roadway rehabilitation on Sycamore Avenue between Civic Drive and Palm Avenue has included ADA curb ramp repair, and sidewalk and curb ramp work has been programmed along Willow Avenue from the WestCAT transit center to Palm Avenue. The transit center itself, and the long-planned regional intermodal center on the waterfront that would tie rail and ferry service together, make the routes between parking, stops, and platforms the part of the network with the least tolerance for error. Add the civic buildings, schools, and shopping center parking off Sycamore and San Pablo Avenue, and the demand here is steady and mostly public or institutional.

A transit access route is measured end to end, not ramp by ramp. We set control, then scan or total-station the stalls, aisles, walks, ramps, landings, and platform approach so that running slope, cross slope, clear width, and changes in level are reported continuously along the route. The limits are unforgiving on paper and easy to miss in concrete: 1:12 maximum running slope, 1:48 cross slope, landings at least 60 inches long, and accessible stalls and access aisles held to 1:48 in every direction. Public right-of-way ramps get checked against the Caltrans standard plan geometry they were built from, including flare slopes and the detectable warning field. Because the whole route is captured as a survey-grade surface, a later scan of the same corridor compares directly against the first, which is how settlement or a failed patch shows up as a number.
