ADA Ramp Surveys in San Leandro, CA

San Leandro’s accessibility work is dominated by asphalt. The industrial corridor along the Interstate 880 spine holds food processing, logistics, and manufacturing sites with very large parking and truck-yard surfaces, and those lots are where accessible parking most often fails: heavy vehicle loads rut and settle asphalt unevenly, seal coats and overlays change the surface without re-checking the stalls, and a stall that met requirements when it was striped no longer does. The accessible parking standard is a slope limit in every direction, not just across the stripe, so an out-of-tolerance stall is rarely visible to the eye. Downtown, the transit-oriented blocks around East 14th Street and the San Leandro BART station are the opposite condition: heavy pedestrian volume, frequent curb ramp work, and routes crossing between city right of way, transit property, and private frontage. The City has an ADA Coordinator and an ADA Transition Plan, and its curb ramp upgrade work is delivered as a Public Works and Community Development partnership with annual funding.

Our method for a large lot is to scan or observe a dense grid and build a surface, then compute the maximum slope in any direction over each stall and access aisle. That is the only reliable way to answer the question, because a smart level finds only the diagonal it happens to be set on. The same capture covers the path of travel from the stalls across the drive aisle to the entrance, the entrance ramp run and flares, and the landing at the door, all on one control network.

Deliverables are per-stall slope tables, colorized slope maps over the lot and route, per-ramp exhibits, spot elevations at landings and thresholds, and CAD.
