Monument Preservation in Oakland, CA

Oakland’s flatland street grid — West Oakland, downtown, Fruitvale, East Oakland — was monumented generations ago, and many of those original monuments still sit in the pavement at centerline intersections. Every repaving cycle, sewer replacement, and utility trench in that grid is a chance to grind one out. California Business & Professions Code §8771 is direct about this: before construction disturbs a monument, a licensed land surveyor must reference it and file a Corner Record with the county surveyor, and after construction the monument must be reset and a post-construction Corner Record filed. In Oakland that filing goes to the Alameda County Surveyor. A contractor who destroys a monument without that paper trail hasn’t saved money — the boundary evidence is simply gone, and reestablishing it later means a full retracement survey at many times the cost of preservation up front.

We handle both ends of the process for paving programs, utility districts, and private demolition and grading projects: a pre-construction sweep to locate and reference every monument in the work corridor, Corner Record filings with Alameda County, then monument resets and closing Corner Records once the new surface is down. Oakland adds its own wrinkle in the hills — Montclair and the 1991 firestorm rebuild areas have irregular lot geometry where any surviving monument carries outsized evidentiary weight, so losing one to a driveway cut or retaining-wall excavation hurts far more than it would on a regular block.

The point cloud documents each monument in context — surrounding curbs, pavement, improvements, and surface conditions at millimeter level — which strengthens the reset and gives the project team pre-construction scanning data they can reuse for design and as-built comparison without a second site visit.
