Novato covers more ground than any other Marin city, and its survey settings range accordingly. Along the bay margin, Hamilton — the redeveloped former Hamilton Air Force Base — and Bel Marin Keys sit on low, reclaimed land behind levees, where FEMA flood zones, settlement of fill, and lagoon-front lot lines govern what can be built and how it must be documented.
