Petaluma is a river town first. The Petaluma River and its tributaries define a broad FEMA floodplain through the center of the city, so elevation certificates, NAVD88 spot elevations, and topographic surveys for drainage design are routine parts of building here. The historic west side — one of the few Bay Area downtowns that came through 1906 largely intact, on firm ground — has Victorian and early-1900s lots on an old townsite grid with generous alleys and long-standing encroachments, while the east side is postwar and late-century subdivision work with better records. Outside the urban growth boundary, dairy ranches and rural parcels run to hundreds of acres with metes-and-bounds descriptions and Williamson Act contracts.
