The Santa Clara Valley has a longer relationship with ground movement than most of California. Decades of groundwater withdrawal through the middle of the twentieth century produced regional land subsidence across the valley floor, deep enough near the bay margin that parts of Alviso now sit behind levees below the surrounding water level. Imported water and managed recharge arrested the regional problem, but the soils it left behind did not change: much of the valley is underlain by expansive clay that swells and shrinks with the seasons, and the bay-margin flats north of Highway 237 carry soft, compressible young bay deposits. Buildings founded on those materials move, and the movement is rarely uniform across a footprint.

The San Jose housing stock concentrates the exposure. Post-war tract subdivisions from Willow Glen out through Cambrian, Blossom Valley, Evergreen, and Berryessa are overwhelmingly slab-on-grade, which is the foundation type least tolerant of differential movement and the one where a floor level survey reads the structure most directly. Layered on top are the garden-apartment and townhome complexes built from the 1960s through the 1980s, now HOA-governed, where a single distress report can put a dozen buildings in scope at once. Those boards are also now working through California’s balcony inspection law for exterior elevated elements, which has put more structural engineers in front of more Santa Clara County HOAs than at any point in recent memory, and those engineers routinely exclude the floor level survey from their own scope.

We set a benchmark and control so every unit and every building on a site lands on one datum, observe the floor on the grid the engineer specified, close the loops, and deliver a contoured floor elevation map, the point data, and a stamped report stating the control basis and closures. Scope From the Report

Elevations are observed on a grid across each floor with survey instruments, with extra shots at doorways, walls, slab joints, and visible cracks. Loops are closed and independent check points are observed so the work can be verified, not assumed.
