Healdsburg sits where three valleys meet, and its surveying reflects that. The Russian River wraps the town, so floodplain mapping, NAVD88 elevations, and bank and terrace topography drive projects along the river and around Fitch Mountain. West and north, Dry Creek Valley and Alexander Valley are vineyard country: large parcels with metes-and-bounds descriptions, shared access and water easements, and boundaries that reference creeks and fence lines set generations ago. Retracement on that ground is evidence work, recovering original corners across acreage and reconciling them with the record before anything else happens. In town, the Plaza-centered original grid produces the familiar older-townsite problem, where a century and a half of fences, additions, and driveways has drifted off the platted lines.

The city also controls the pace of housing. Since voters approved Measure M in 2000, Healdsburg has administered a residential growth management program under Municipal Code Chapter 17.24, setting an annual limit on residential growth inside the Urban Growth Boundary and issuing time-limited allocations through the Planning Director, so project schedules here often hinge on an allocation rather than on plan check.
